At Earl’s Yard Services, safety is our top priority. We closely monitor the Oregon Department of Forestry (ODF) and local Jackson County regulations to ensure all property clearing and weed-eating is done responsibly, legally, and safely within the Rogue Valley.
The Role of the ODF
The Oregon Department of Forestry (ODF) Southwest Oregon District is responsible for fire protection on 1.8 million acres of state, private, county, city, and Bureau of Land Management (BLM) forestlands in Jackson and Josephine Counties. When fire season is officially declared, specific “Regulated Use” rules take effect to prevent accidental ignitions.
Understanding Industrial Fire Precaution Levels (IFPL)

The ODF uses four levels to dictate how and when power equipment can be used. As a professional service, we track these levels daily to ensure your job is done during the safest window:
- Level I: Closed Fire Season – Fire season is in effect. All equipment must have a functional spark arrestor, and we must carry specific fire-suppression tools (shovel and extinguisher) on-site.
- Level II: Partial Hootowl – This level restricts high-risk activities. The use of power saws and other spark-emitting machinery is prohibited between 1:00 PM and 8:00 PM.
- Level III: Partial Shutdown – Restrictions tighten significantly. Most power-driven machinery is prohibited in the woods. On residential properties, we strictly follow the ODF’s “Regulated Use” hours to ensure compliance.
- Level IV: General Shutdown – This is the highest danger level. All use of power-driven machinery is strictly prohibited at all times.
Regulated Use for Homeowners
To reduce wildfire risk, the following restrictions are typically in place for residential and landscape activities during fire season:
- Debris Burning: The burning of debris and the use of burn barrels are strictly prohibited.
- Mowing and Weed-Eating: The use of power-driven machinery—including chain saws, mowers, and weed-eaters—is restricted. These activities must generally be completed before 10:00 AM and may not resume until after 8:00 PM.
- Fire Safety Tools: While working, you must have a shovel and a fire extinguisher (or at least one gallon of water) immediately available.
- Smoking: Smoking is prohibited while working in or traveling through areas of dry vegetation.
Our Professional Commitment
We understand that the 10:00 AM cutoff and IFPL shifts can make property maintenance difficult to schedule. We specialize in early-morning mobilization to ensure your weed-eating and property clearing are finished safely and legally, helping you maintain a defensible space without violating local ordinances.
Stay Informed
Fire levels can change from “Low” to “Extreme” quickly, and specific hours of operation may be adjusted as the season progresses. We strongly recommend all residents stay updated by visiting the official Southwest Oregon ODF Website.
Please note that the information on the ODF website is updated frequently and should be considered the final authority on current restrictions.
